NOGALES, ARIZONA — Homeland Security Investigations agents executed a federal search warrant at a truck driving school in Nogales on August 11, arresting two Mexican nationals and seizing multiple firearms and a tractor-trailer amid suspicions of illegal hiring practices and cabotage violations.

ICE said agents suspected a connection to illegal hiring practices and cabotage — the unlawful transportation of goods or passengers between two points within the same country by a carrier registered in a different country.

Details of the raid were publicly shared on August 31, the same day the U.S. Department of Transportation and HSI announced sweeping nationwide enforcement actions targeting fraud in the trucking industry, including the emergency shutdown of more than 110 CDL training schools tied to English language proficiency violations.

The investigation is ongoing.
