BAKER CITY, OREGON — A Washington state truck driver was turned in to police by his own trucking company after a driver-facing dashcam inside his cab captured him snorting a white substance while parked at the Baker Valley Rest Area along Interstate 84 — and when an Oregon State Police trooper arrived, the driver admitted to it and told the officer exactly where the cocaine was.
OSP Trooper Tristan Sand responded to the eastbound rest area around 4:25 p.m. on September 24 after a trucking company official reported the incident based on dashcam images. Sand made contact with Louis Moreno-Leon, 33, of Sunnyside, Washington, who admitted to snorting cocaine and told the trooper the drug was in his wallet. Sand found two small plastic bags containing white powder.
Moreno-Leon was arrested and transported to the Baker County Jail. The Baker County District Attorney charged him with unlawful possession of cocaine, a misdemeanor. He was given a conditional release on September 25 after agreeing not to use or possess illegal drugs and signing a waiver to return to Baker County for court hearings without extradition. He is scheduled to enter a plea on November 16 in Baker County Circuit Court.
